The EU withdrawal bill, also known as The Great Repeal Bill, is meant to enshrine EU law into British law for a smooth transition when leaving he EU. Laws can subsequently be changed if desired.
Now, the bill proposed by the government brings back power, but not to the people, not to the elected parliament. The slipped-in Henry VIII powers give power to ministers and the government to circumvent parliament in making and undoing laws.
